When facing the illegal cases, the police should enforce the laws legally and gain people's confidence in the police. In addition, the police and the people should manage the community and solve community's public security problems positively together, which is the key to the community policing we advocate.

Overview of the jurisdiction
This city, 104.964 sq. km, is located in the northwestern part of Taiwan with the population of 361,609, and lies on the opposite side of Hsinchu County and on the east of the Taiwan Straits with the 12.5 km coastlines. There are Science Park, Hsinchu Air Force Airport, fishing port, and six universities in Hsinchu. The industry and commerce are growing in this city, which leads this city to the important traffic hub in the northwestern part of Taiwan.
