A. Alien Residents
Aliens who reside in the Hsinchu City with resident visas are required to:
1. Apply, within 15 days after their arrival, for alien Resident Certificates at the Hsinchu City Police Bureau's foreign affair Service center.
2. Apply for re-entry permits at our service center if they need to re-enter the R.O.C.
B. Alien Visitors
Aliens who enter the Republic of China and visit Hsinchu City with visitor visas may:
1. Apply, on sufficient grounds, at our service center for a maximum of two visa extensions, each for a maximum stay of 60 days if the duration of their stay is good for 60 days and their visas bear no such restrictive stamp as "No Extension will Be Granted"
2. Apply, only on special grounds such as force majeure of matters of vital importance, at the Ministry of Foreign Affairs, for a visa extension of their stay which is good for 14, 30, or 60 days and bear their visas a restricitive stamp of "No Extension Will Be Granted"
3. Aliens who enter the Republic of China via visa-exemption, may stay up to 14 days starting from the first midnight after arrival, but are not entitled vias extensions.
4. Aliens are not allowed to work in the R.O.C. prior to approval granted by competent authorities upon petition of their employers.
5. Aliens who overstay or work illegally are subject to administrative penalty or other penalties stipulated in relevant laws.
6. Aliens who have stayed in the R.O.C. over 90 days within one calendar year shall file income tax returns with, and pay the consolidated income tax to the local office of the National Tax administration for incomes received in the R.O.C. or overseas out of their services rendered in the R.O.C.

A. RESIDENTIAL SECURITY
1. Make sure that you lock your doors and windows before departing your residence. If you have an alarm system, use it.
2. Consider using timers for your lights and/or a radio when no one is home to give the impression your residence is occupied.
3. If you are going to be away from your home on vacation, notify the police. Your local police station will provide additional patrol service while you are away.
4. Never let strangers into your home, Know who is at your door before opening it.
5. Be a good neighbor. Watch out for your neighbors home and ask them to watch yours. If you notice a suspicious car or stranger near your neighbor's home contact the police immediately. If you neighborhood has a "Neighborhood watch Program", make the most of it.
6. Make sure yor have an inventory of your valuable. If possible keep expensive jewelery and large sums of cash in a bank safety deposit box rather than at your home.
B. PERSONAL SECURITY
1. Avoid Ostentatious displays of money or jewelry. These items provide tempting targets for criminals.
2. When parking your car try to park in a well traveled area and at night in a well light area.
3. When possible, avoid lonely streets and dark alleyways where you would be unable to get help if a problem arises.
4. Indentify where local Police stations and hospitals are near your home and work place.
C. FIRE SAFFTY
1. Set fireproof equipment and portable fire extinguisher on hand in the house and know how to use it.
2. Check gas and trun off unnecessary electricity before you sleep or get away form home. Develop an escape plan for your residence, and test it. Have a meeting place away from your house.
3. Once you are out of the house, go immediately to your meeting place. Once your are out, stay out. Never return to a burning building.
4. REMEMBER- Your first concern is getting the family out and calling the fire department.
5. Avoid fault electrical wiring, lighting equipment, and carelessness with cooking and heating appliances.
6. When in public building, always know where the fire exits are. Never use elevators in an emergency, if the power goes out you could be stuck.
D. VEHICLE SECURITY
1. Keep your vehicle in good working order and your gas tank at least half full all times.
2. Keep all doors locked to your vehicle. This includes when you are driving your vehicle or when it is parked.
3. Always try to park your car in a secure area. If you have a garage or fenced area to park your car, park it there as opposed to on the street.
4. When parking your car, do not leave packages or empty shopping bags in sight.

* APPLICATION PROCEDURES

A EXTENSION OF VISITOR VISA
A. Submit passport, visit visa, tax certificate.
B. Submit the relevant document:
1. Visiting relatives: a household registration, ID. card, or ARC copy of relatives.
2. Chinese language or other skill training: Enrollment certificate and class schedule from an approved public or private language center or university.
3. Temporary business:
a. A statement of business from the local company of factory.
b. A copy of the abovementioned company or factory.
c. Limited to one extension, for a maximun stay of 60 days only.
4. Employment: employ ment certificate from the relevant government agency.
5. Medical treatment: hospital certificate.
6. Missionary: a letter of invitation from the religious institution.
7. Other: relevant approvals or certificates.
A. 60 day visa may be extended two times on sufficient reasons, each for a maximum stay of 60 days.
B. No extension will be granted on the 14-day, visa- free, 30-day, and "60-day only" visa.
C. Foreigns over 20 years of age who stay in Taiwan over 90 days within one calender year shall obtain a tax certificate from National Tax Administration of Hsin Chu City(TEL:5239595 No.128 Chung Cheng RD)
D. Days will be counted beginning from the 1st full day after the date of entry to Taiwan.
E. Applicants, except those in Taiwan for study or other skill training, may have another person apply for the extension for them.
F. Those who apply second time extension for study Chinese should submit tax certificate and record of attendance.
B OVERSTAY EXIT
A. Fill out an application form.
B. Submit passport, visa, tax certificate and pay administrative penality NT300.
C. Submit overstay report or relevant certificate.
A. foreigners over 20 ye ars of age who stay in Taiwan over 90 days within one calender year shall obtain a tax certificate from National Tax Administration of Hsin chu City.
B. All applicants, except minors and seriously ill individuals must a pply in person.
C PASSPORT LOST OR STOLEN
A. Filll out a passport lost or stolen report.
B. Submit relevant ID certificates. (driver's license, socialsecurity card, or ID card, etc.)
C. 2 photos(2 "X2")
A. Applicants must apply in person.
B. The parents or guardian may apply for minor.
C. Foreigners requesting a report of lost passport may only apply if the passport was lost in Hsin chu City.
D ALIEN RESIDENT CERTIFICATE
A. Fill out 3 application forms.
B. Submit passport, visa, or reentry permit.
C. 4 photos 1 "X1" for the first time, for lost or renewal require 1 photo, for extension no photos required.
D. For 1 year NT1000, for 2 years NT2000, for overseas student 1 year NT500.
E. Submit the relevant certificate
1. Joining family: document verifying relationship, such as household registra tion, ARC, or ID card.
2. Employment and investment: official letter of approval from a competent authority of the R.O.C. and employment certificate.
3. Employer: official letter of approval from the Ministry of Economics and the accredited company certificate.
4. Missionary work: a formal letter of invitation for service from the religious institution.
5. Study: student card or enrollment certificate issued by a university or college accredited by the Ministry of Education.
6. Chinese study: record of attendance and enrollment certificate issued by an accredited Chinese language school.
A. Aliens who reside in Hsin Chu City with resident visas are required to:
1. Apply, within 15 days after their arrival, for Alien Resident Certificates at our Service Center.
2. Apply for re-entry permits if they need to re- entry the R.O.C.
B. Aliens, who apply the 1st time or renew a new one, pick up ARC with receipt after 3 working day, first come first serve.
C. alien residents must report to the 1st section of the local police precinct for an annual alien census check from January to March.
D. Applicants, except those foreign female servants and nurses apply the first time, may entrust others with the applic ation.
E RE-ENTRY PERMIT
A. Fill out 1 application form.
B. Submit passport and ARC.
C. Submit relevant certificate:
1. Alien employer or employee, missionary, teacher: an employment certificate (valid within one month from the issue date. The form on the front page can be used.)
2. Dependents of the above resident: a copy of the both sides of the resident's A.R.C.
3. Alien students of a Chinese school: a copy of the student card (students studying in the Mandarin Center: enrollment certificates).
4. Spouse of lineal relative of a Chinese national's household certificate (or a copy of the household extract valid within three months from issue date).
5. Koreans with longterm residence in the R.O.C.: an identity certificate of work permit issued by the Ministry of Foreign Affairs.
6. alien labourer applying for a work permit extention: a copy of A.R.C verifying the extention.
D. A copy of the letter of guarantee. (if required).
E. Expired passport with the visa last time he used.
A. Applicant may entrust others with the application.
B. First come first serve.
C. Stateless, Sri Lanka, Pakistan, Burma, Nepal, Lao, North Korea, Afghanistan, Yemeni, Iraq, Algeria, Somalia, Cuba, above all people applying reentry permit must submit Guaranty form.
D. Guaranty form must be endorsed by the local police, or Chief (or sectary) of village or Li (next level to Village) of the area where the guarantor lives or by the governmental office to which the guarantor belongs.
F THE CERTIFICATE OF ALIENS' DEPARTURE, ENTRIES AND EXITE OF RESIDENCE
A. Fill out an application form.
B. Submit a copy of passport or ARC.
A. The certificate are issued only to those foreigners, presently living here or previously stayed or lived here.
B. Applicant for the certificate within the most recent 15 months may pick up your certificate two working days after the date of applying. For the certificate previous to 15 months pick up certificate 5 working days after the date of applying.
C. Applicant may entrust others with the application.
G REGISTRATION FOR BIRTH, DEATH, MARRIAGE, DIVORCE AND ADDRESS CHNANGE
A. Fill out an application form. If he/she was born in Taiwan, he/she must provide a copy of his/her parent's A.R.C, and if the applicants's mother is a R.O.C. national, the moter's transceript of household registration is also necessary.
B. Submit passport, the copy of born, death, marriage, and divorce certificate.
C. An alien resident who changes his address should provide his A.R.C. and passport.
A. The applicant may entrust others ot apply for registration. For those alien residents born in Taiwan, It must be his/her mother, father of guardian.
B. The registration of birth, death, marriage, divorce, and address change is limited to aliens residing in Hsin chu City.
